The week supervisors wrote the agent exam: a Reg-Ready field note for the CRO who signs off
In four days, three supervisors described the same test. Reuters reported US examiners asking banks how AI agents are limited, audited and shut down. The Financial Stability Board finalized 12 sound practices and asked boards to reference them. The ECB's October 31 deadline asks for a controlled switch-off and restart. Then OpenAI set January 14, 2027 as the date four widely used API models disappear. This digest turns the week into one forwardable field note: five documents, who asked for each, and whose name goes on it.

Top-of-mind question: "If the board asks on Monday whether our AI agents meet what supervisors described this week, what evidence do I hand over, and what does waiting cost us?"
1. The 60-second brief
- Tension: US examiners are asking how agents are limited, monitored, approved, audited and shut down, but are "not yet prescriptive." CITED C05
- Stake: Without a rule to cite, the risk function owns the reasoning. Reuters reports the FSB wants risk-based triggers that make an agent seek human approval. CITED C06
- Proof: JPMorgan will not let outside agents inside its systems; Citi has about 14,000 engineers on an agentic coding platform. VERIFIED C07 VERIFIED C08
- Asset: A forwardable Reg-Ready field note: five documents, the supervisor who asked, the AEGIS pillar, the owner. Jump to it.

2. The week in five verbs
Figure 1. The five editions of the week, Oct 12 to 16, 2026. Each verb is the control question that day's news raised. Editorial framing (opinion).
Monday's peers had built controls outside the model. Tuesday, Reuters reported that bank examiners now ask how agents are halted. CITED C05 Wednesday, bank CEOs spent earnings calls explaining their agents. VERIFIED C07 Thursday, the FSB finalized its practices. VERIFIED C01 Friday's job is to file the evidence before anyone asks for it.
3. Lead: the agent exam got written down
US examiners (Tuesday, October 13). Reuters, citing people familiar with the matter, reported that Federal Reserve, OCC and FDIC examiners are asking banks how agents are limited and approved, whether agent decisions can be audited, whether humans stay in key decisions, how autonomous systems would be shut down, and whether Chinese-developed technology is in use. The agencies declined to comment. CITED C05 The April 17 model risk guidance (SR 26-2) places generative and agentic AI outside its scope, so these questions are arriving before a written rule. VERIFIED C09
Global standard-setter (Thursday, October 15). The FSB published 12 non-binding sound practices: four on organization-wide governance and eight on the AI lifecycle, including human oversight, third-party risk and cyber risk. VERIFIED C01 The FSB press release does not mention agents; Reuters reports the final report asks for risk-based triggers for agents to seek human approval. CITED C06
Europe and Asia. The ECB's October 31 request covers mapping AI use and suppliers and showing a controlled switch-off and restart. CITED C02 Singapore's MAS expectations start with inventory and oversight from October 7, 2027. VERIFIED C10 The UK FCA told MPs it wants to become an "agentic regulator" and is not planning AI-specific rules for firms. CITED C11
The vendor clock. On October 14, OpenAI announced that GPT-4o, GPT-4o mini, GPT-4.1 and GPT-4.1 mini leave its API on January 14, 2027, with fine-tuned versions following the same schedule. VERIFIED C03 For any firm that validated a workflow on those models, that is a model change with a date attached.
Our read (opinion)
The week converged on five documents: a register of agents, a record of who approved each agent's authority, an action log, a tested halt-and-restart runbook, and a model-change plan. None of these is new to model risk. What is new is that supervisors are asking about actions, not only outputs, and that a vendor can now set your revalidation date. Firms that file these five documents before the first exam letter will answer from records; the others will answer from memory.
4. Why it lands on the CRO's desk, and the cost of waiting
- Board reference. When a board is "strongly encouraged" to reference a standard, the CRO is usually asked to show the mapping. VERIFIED C01
- Unapproved agents. In a vendor survey of 1,001 US IT leaders, 62% said most agents in use were not approved by IT. VERIFIED C12 An inventory that misses those agents fails the first question.
- Autonomy is rare, approval is the norm. Wharton and GBK found only 17% let an agent finish a task without step-by-step approval. VERIFIED C13 Approval steps are evidence only if they are logged.
- Threat context. CrowdStrike attributed AI-assisted intrusions at South Korean banks to a likely China-based individual (moderate confidence). CITED C14
- Counterparty context. Secondary reports of Reuters data put CoreWeave credit default swap spreads above 1,000 basis points. CITED C15 The IMF warned an AI equity correction "could be global." CITED C16

Waiting adds about 350 hours, roughly $52,500, and puts the rebuild inside the 90 days before Jan 14, 2027. PROPRIETARY · Source C17
5. Peer proof: what banks said on earnings calls
| Firm and date | What was said | What a CRO should take from it |
|---|---|---|
| JPMorgan Chase (Oct 13) | Dimon warned there "could be thousands" of "rogue agents" and said outside agents will not be let inside; CFO Barnum put AI spend at "something like 700 [million] annually." VERIFIED C07 | Perimeter control for third-party agents is now a stated policy at the largest US bank. |
| Citi (Oct 13) | About 14,000 engineers use the agentic coding platform; tech vendor spend down about 30% year over year. VERIFIED C08 | Productivity claims will be tested against change-management and code-review controls. |
| Wells Fargo (Oct 13-14) | Headcount down 8% year over year while Premier bankers grew by double digits; Scharf: "We can go build an agent that can do the work in our call centers or in our ops sites." VERIFIED C18 | Operational-risk ownership shifts from people to agents; the control owner must shift with it. |
| Bank of America (Oct 14) | Headcount "down nearly 3,500 from a year ago"; about 130 AI projects; AI benefit expected to reach $700 million next year (company forecast). VERIFIED C04 | A dollar target invites a dollar audit; evidence of control should scale with the benefit claimed. |
| Goldman Sachs (Oct 13) | CFO Coleman: "we should not have the same degree of headcount-related expenses that we might have historically." CITED C19 | Workforce decisions tied to AI carry their own regulatory exposure (see section 13). |

9. Case studies and implementation architecture
Case A: HMRC and Salesforce, agents with a human in every decision
HMRC chose Salesforce for a 15-year contract worth up to £2 billion. Agentforce triages and routes taxpayer queries, Quantexa scores fraud risk, and Salesforce states that humans stay involved in every taxpayer decision (company-reported). CITED C43
| Layer | As described | AEGIS pillar and control group |
|---|---|---|
| Data sources | Taxpayer queries and case records | P2 Inventory; P5 Transparency & Rights |

| Human-in-the-loop | Humans involved in every taxpayer decision | P4; Human-in-the-Loop (HITL) Gates |
| Controls and monitoring | Not detailed publicly; what we would ask for: action logs and override rates | P6; Immutable Action Audit Trail |
Case B: American Express, proof of what the customer approved
Amex published an "Intent Intelligence" framework: the customer approves a purchase intent, which creates an Intent ID and a Proof of Intent Token, and the agent receives a scoped payment credential rather than the card number. CITED C31 Architecture mapping (ours): data source is the customer's approved intent (P5); the agent holds only a scoped credential (Least-Privilege Access Architecture, P4); the token is the evidence record (Immutable Action Audit Trail, P6); dispute handling stays with humans (HITL Gates, P4).
Case C: Microsoft Copilot Studio, agents with their own accounts
Microsoft is rolling out always-on business-process agents in early access that start from an email or a schedule. Each gets its own Microsoft 365 account with scoped permissions, governed through Agent 365. CITED C44 Mapping (ours): a named identity per agent supports the register (P2) and least privilege (P4); trigger rules need an approval threshold (HITL Gates); memory across cycles needs retention rules (P5).
Practitioner tip
Ask every platform vendor the same three questions: Does each agent have its own identity? Can we revoke it in one action? Can we export its action log in a format our examiners can read? A "no" on any of the three is a control gap you own, not the vendor. (Opinion, mapped to AEGIS P2, P4 and P6.) PROPRIETARY · Source C20
