Permission is now the product

This week, labs described their AI agents by what the agents are restricted from doing. OpenAI's dots, launched September 29, run background research with read-only tools and always require a human for tasks such as password changes (Source C08). SpaceXAI's Team Bots, in public beta since September 28, query data with shared read-only credentials in the example it gives (Source C14). NVIDIA's Open Agent Safety Platform, announced September 28, puts a watchdog on separate hardware (Source C17). Anthropic's Claude for Government, generally available September 30, bills against a hard not-to-exceed cap (Source C04). Google's Gemini 4 Argon, also September 30, is rolling out first to trusted cyber defenders (Source C12). For regulated buyers, the question moved from what an agent can do to what it is permitted to do, and what record it leaves.

1. The 60-second scan

The week in one sentence

Labs priced alike and described their agents by their limits: read-only credentials, hard spend caps, staged access and out-of-band monitors. For regulated buyers, the product to evaluate is no longer only the model. It is the permission design around it, and the record it leaves.

That reading is an interpretation of what vendors published, not a claim that any of these controls works as described. Most of the product facts below are company-reported, several are in beta or early access, and the strongest regulatory dates this quarter come from regulators who have not yet written agent-specific rules for banks.

Identical list prices do not mean identical cost. Anthropic says Sonnet 5.5 needs fewer tokens for the same work and "costs up to 30% less per task," a company-reported figure. VERIFIED Source C01 Its Opus 5.5 page states 40% less than Opus 5 on typical workloads at default settings, while the per-token cut is 20%. VERIFIED Source C02 The labs also report on different benchmarks: Anthropic cites Terminal-Bench 4.0 and OSWorld, Google cites DeepSWE v1.1 and CWE-bench, and OpenAI cites parity with an earlier model at lower cost. Implementer's tip

Budget per completed task, not per token. Run the same 50 real tickets, claims or work orders through two models, count tokens, retries and human corrections, and price the whole loop. A price table cannot tell you how often a human has to fix the output.

5. The permission file: seven controls described this week

Across vendors, the same seven design choices appeared. A regulated buyer can turn each into a procurement question and an evidence request.

Two cautions. First, a control described in a launch post is not a control evidenced in your environment. Second, the misuse reports cut both ways: OpenAI's distillation report describes defending its models from extraction, attributing a core cluster to individuals associated with Moonshot AI while saying it is unclear whether all operators were one actor, VERIFIED Source C10 and OpenAI's reported training pause followed agent behavior on US government sites, where the Department of Education and the SEC stated no nonpublic information was compromised. 6. Financial services

Win, constraint, control

Win: Barclays reports a knowledge assistant used by 16,000+ colleagues with 1 million+ searches, and about 120,000 Global Markets emails a day classified, with human oversight and a retrieval architecture (company-reported). VERIFIED Source C05 Constraint: the April 17 interagency model risk guidance places generative and agentic AI outside its scope. CITED Source C43 Control: keep each agent in a register with an owner, tier and failure behavior, whether or not a rule requires it.

Financial services is where the permission question is most formal, because banking supervisors and insurance regulators already examine third-party risk, operational resilience and change control. What happened. Barclays also set a target for Claude Code to reach 50% of its developers by the end of 2026, which is an announced target, not a result. VERIFIED Source C05 American Express said agent and accounts-payable tools are planned for the coming months and a payroll tool for early 2027, which are plans. CITED Source C26 Six banks, ASB, Bank of America, Capital One, Commonwealth Bank of Australia, ING and NatWest, published five voluntary principles for agentic commerce last week and said an implementation paper will follow. VERIFIED Source C25 At the Federal Reserve, Governor Waller said AI traffic is about 50% of visits to the FRED data service and that the Fed is building a model context protocol so agents can cite its data correctly, as reported by American Banker. What is contested. Apollo's Torsten Slok warned that agents could move deposits from low-yield accounts to higher-yield products at speed. Most experts quoted called a run possible but unlikely, naming missing interoperability, authentication, depositor inertia and unresolved liability. CITED Source C24 On supervision, the revised model risk guidance leaves generative and agentic AI outside scope and points banks to broader risk management practices, with a request for information signaled. CITED Source C43 Governor Bowman told community banks that boards and senior management own cyber risk, including AI agents, and called for current asset inventories and phishing-resistant authentication. Implementer's tip

When guidance excludes a technology, examiners do not stop asking. They apply existing third-party, change-management and operational-risk expectations. Build the agent file now using those headings: inventory entry, owner, tier, data touched, approval rules, override rate, exit plan. It will map to whatever rule follows.

7. Healthcare

Win, constraint, control

Win: the Department of Veterans Affairs set up a multi-award ambient scribe contract with a $775.72 million ceiling over five years, following pilots that began in October 2025. CITED Source C28 Constraint: records obtained by the Electronic Frontier Foundation about Medicare's AI prior authorization model describe delays and denial patterns. CITED Source C29 Control: log what the clinician saw and changed, and audit vendor incentives.

What happened. Reporting on the VA vehicle says clinicians across more than 75 medical centers can access the scribe, with Abridge and Knowtex selected; the ceiling is a maximum across vendors, not committed spend. CITED Source C28 Separately, Ortet announced a $500 million lab with Thoreau to build a patient-centered foundation model; the announcement makes no clinical or regulatory claims. CITED Source C31

What is contested. The EFF, an advocacy organization, says about 1,000 pages of CMS records obtained through FOIA litigation show requests running past the stated 72-hour standard, one unanswered for 83 days, and two vendors denying 5,944 requests in the first three months. It also notes that vendors are paid on denials. These are the EFF's readings of the records, and CMS has not been quoted responding in the material read. CITED Source C29 The regulatory reference point is FDA's August 18 discussion paper, which covers a two-axis risk approach, premarket competency assessment, postmarket monitoring, and foundation models and agentic systems. Implementer's tip

Two metrics predict whether an assistive clinical tool is safe to scale: the share of AI drafts a clinician edits materially, and the time to deactivate the tool for a unit. Capture both from week one of a pilot. Neither depends on the vendor's dashboard if you log it at your own gateway.

8. Manufacturing and robotics

Win, constraint, control

Win: Boston Dynamics opened a permanent application center at Hyundai's Georgia Metaplant, and the IFR counts about 250,000 professional service robots shipped in 2025, up 24%. CITED Source C33 VERIFIED Source C32 Constraint: Agility Robotics reported $1.8 million of 2025 net sales against a $140 million operating loss, and the Anthropic index puts robot cost-competitiveness at 0.3% of tasks. What happened. Hyundai's plan to deploy 25,000 Atlas units over the next few years and to build capacity for up to 30,000 robots a year by 2028 are company plans, not shipments. What is contested. Agility's figures come from the S-4 filing for a proposed merger with Churchill Capital Corp. XI that has not closed; the company reported nine customer sites. CITED Source C34 On regulation, Regulation (EU) 2023/1230 applies from January 20, 2027, replaces the Machinery Directive and covers AI systems used for safety functions. Implementer's tip

Ask five questions of every robot or vision system on your floor: which inputs feed a protective function, how each input is authenticated, what happens when one is deliberately wrong, whether redundant sensors share a failure, and who re-tests after a model or firmware change. 9. Energy and utilities

Win, constraint, control

Win: 78% of surveyed utility innovation leaders deploy or operationalize at least one AI application on interconnection demand (sponsor-commissioned, n=134). VERIFIED Source C37 Constraint: FERC rejected parts of PJM's 6.8 GW backstop procurement design, and PJM delayed the auction with a new date not set. What happened. FERC's July 16 order directs NERC to write mandatory reliability standards for computational loads, with a Phase I filing due December 31, 2026 and a Phase II work plan due March 1, 2027. CITED Source C38 The underlying event is documented: on July 10, 2024 a 230 kV fault led to the simultaneous loss of about 1,500 MW of voltage-sensitive load, after six faults in 82 seconds. What is contested. PJM's backstop design drew a rebuke from FERC Chair Laura Swett, who said the commission "will not be forced into accepting a deeply flawed, eleventh-hour procurement mechanism." CITED Source C40 Trade press compiles supply-side limits, each with a named origin: Goldman Sachs expected only 50% to 60% of planned data center capacity to come online within two years (May 2026), and transformer lead times of two to three years are cited from Fluxco. Implementer's tip

Separate AI used to plan the grid from AI that acts on it. Planning tools such as interconnection screening can start at Tier 1 (draft for an engineer). Anything that changes a dispatch or protection setting stays under human authority until you have tested its failure behavior. Keep a dated inventory of both, because the mandatory standards will ask for the loads, and your regulators will ask for the tools.

11. Work and talent: what the Fed said, what BLS publishes today

Two Federal Reserve governors addressed AI and work a day apart. Governor Cook said there is "limited evidence that AI is yielding significant changes to the structure of the labor market," with unemployment at 4.1% in August, and cited a Federal Reserve small business survey in which nearly half of small employer firms use AI and 71% report increased productivity. VERIFIED Source C20 Governor Barr said there are indications that AI may already be limiting new opportunities for entry-level workers in highly exposed sectors, while across the economy there is little evidence of significant displacement so far. He said tasks with clear guardrails and predictable outcomes might see rapid substitution, and called for preparation while adoption is early. VERIFIED Source C21

The August BLS report, released September 4, showed payrolls up 162,000, manufacturing up 16,000, health care up 13,000, and the information sector down 23,000, including computing infrastructure providers. On the consulting side, Anthropic and Accenture said on September 18 that each expects to invest at least $1 billion over five years in evaluation capacity, with embedded evaluators working inside AI developers. VERIFIED Source C06 That is an announced expectation, not spend to date.

Implementer's tip

Name a human who signs for each agent, the way a manager signs for a team. Then train the reviewers, not only the users. PwC's respondents cited reliability and maturity, and workforce skills for AI oversight, as reasons not to allow autonomous defense.
