Earned autonomy: banks spent earnings day explaining their AI agents. Here is how to give an agent authority you can defend.
On October 13, JPMorgan said it will keep outside AI agents out of its systems, Citi said about 14,000 of its engineers use an agentic coding tool, and Wharton reported that only 17% of organizations let an agent finish a task without step-by-step approval VERIFIED Source C01 VERIFIED Source C02 VERIFIED Source C07. The gap is no longer about whether agents work. It is about who decides how much they may do, and on what evidence. Today we apply the Ariana.Digital services, the AEGIS Model (Ariana.Digital) and myndQ workforce circuits to that question, with an interactive Earned Autonomy Ladder.
1. The 60-second scan
- Banks: JPMorgan said it will not let outside AI agents into its systems and warned of "rogue agents" and a "liability transfer" to customers VERIFIED Source C01. Wells Fargo called fears of agents draining deposits "completely overdone" VERIFIED Source C03. This came the same day Reuters reported US supervisors are questioning banks on agent limits and shutdown CITED Source C04.
- Healthcare: the American Medical Association said agentic AI must earn clinical authority "through evidence," and that authority can be raised or lowered as performance changes VERIFIED Source C10.
- Identity: Workday agreed to acquire C1.ai, an identity platform for people and AI agents VERIFIED Source C09. Agent identity is becoming a purchase, not a project.
- Frontier: Google made Gemini 4 Argon broadly available VERIFIED Source C19; Meta released Muse Wonder VERIFIED Source C21; SpaceXSI bundled Grok and Cursor into one X Subscription VERIFIED Source C28; Anthropic opened in Singapore with a government MOU VERIFIED Source C24; DOJ charged an OpenAI engineer over a covert recording device VERIFIED Source C22.
- Macro: the IMF raised its 2026 global growth forecast to 3.1% VERIFIED Source C12 and listed an AI equity correction among top financial-stability risks CITED Source C13.
2. Lead: earnings day was agent day
Tuesday, October 13 was the start of US bank earnings season. It turned into the most public discussion of AI agents by bank executives so far this year.
JPMorgan: draw the boundary
Third-quarter net income was $15.3 billion VERIFIED Source C01. On the call, Jamie Dimon said the bank will not let outside AI agents into its systems and that there "could be thousands" of "rogue agents." CFO Jeremy Barnum said that if customers give credentials to an agent, the consequences are on them VERIFIED Source C01. The message: agents acting for customers are a liability question before they are a product question.
Citi: scale inside the walls
Citi said about 14,000 engineers use its main agentic coding tool, vendor spend is down about 30% year over year, and AI benefits "significantly outweigh" the investment this year. All company-reported VERIFIED Source C02. The agents Citi is scaling are internal, supervised and measured.
Wells Fargo: calm on deposits
Headcount is down 8% year over year and the efficiency ratio is 63% VERIFIED Source C03. Charlie Scharf called fears of AI agents moving deposits "completely overdone" VERIFIED Source C03. One bank sees agents as an outside threat; another sees the threat as distant.
Why it matters: the same day, Reuters reported that the Fed, OCC and FDIC are asking banks how they limit, monitor, audit and shut down agents CITED Source C04. Their April model risk guidance, SR 26-2, places generative and agentic AI outside its scope VERIFIED Source C05. Examiners are asking questions that no current US rule answers. Banks that can show evidence for each permission they give an agent will answer those questions on their own terms.
Same day, other sectors: the AMA framework for clinical agents VERIFIED Source C10, Workday's agent-identity deal VERIFIED Source C09, and three surveys (Wharton VERIFIED Source C07, Workato VERIFIED Source C08, and BCG's index from September 30 VERIFIED Source C06) all point to one pattern: agents are widely used, rarely trusted to finish alone, and often running without a named approver.
3. The control gap, in one chart
Read it as cause and effect. Ambition is high, controls are thin, and accountability is landing on teams that did not approve the agents. When an incident hits, the organization with no evidence trail usually responds by pulling autonomy back everywhere. That is the expensive outcome. The cheaper outcome is to decide in advance which evidence earns which permission.
4. Wednesday take: autonomy is earned, rung by rung
Opinion · Ariana.Digital
Most AI agent debates ask the wrong question: "Should this agent be autonomous?" The AMA's framework asks a better one: what has this agent proven, and what authority does that evidence support today VERIFIED Source C10? Authority can go up. It can also come down when performance slips.
We use a five-rung Earned Autonomy Ladder, our working model PROPRIETARY Source C90. Each rung names the permission, the evidence required to reach it, and the trigger that sends the agent back down.
| Rung | What the agent may do | Evidence to get here | Demotion trigger | AEGIS pillars |
|---|---|---|---|---|
| 0 · Observe | Suggest only. A person does the work. | Entry in the AI inventory, owner named | Not applicable | P1 Governance, P2 Inventory |
| 1 · Draft | Prepare outputs; a person approves each one | Offline evaluation harness passes; data scope documented | Evaluation regression | P2, P3 Assessment |
| 2 · Act with approval | Execute steps after a named person approves | Distinct agent identity; logs the institution owns; approval trail | Approval bypass, unlogged action | P3, P4 Controls, P6 Monitoring |
| 3 · Act within limits | Finish the task inside hard limits (value, scope, rate) with sampled review | Shadow period with error rate under threshold; tested stop path; named halt owner | Limit breach, drift, model swap, scope change | P4, P6 |
| 4 · Act on exception | Work unsupervised; people see exceptions only | Production track record; independent review; rollback drill; regulator-ready evidence pack | Any incident, failed drill, new regulation | P4, P5 Transparency, P6, P7 Evolution |
Where the market sits: Wharton's 17% figure suggests most organizations run agents at rungs 1 and 2 VERIFIED Source C07. That is not failure. It is the right place for most regulated work today. The failure is staying there with no plan to collect the evidence that would justify rung 3, while unapproved agents quietly operate at rung 4 VERIFIED Source C08.
Problem → solution: JPMorgan's boundary and Citi's internal scale are two halves of the same rule VERIFIED Source C01 VERIFIED Source C02. Outside agents you cannot identify stay at rung 0. Inside agents with identity, logs and limits can climb.
5. Hero tool: Earned Autonomy Ladder planner
Pick a sector and what the agent does, then tick the evidence you can show today. The planner returns the highest rung we would defend in front of an examiner or a board, what is missing, and the Ariana.Digital starting point. Working model PROPRIETARY Source C90; not legal advice.
Rung 0 · Observe.
How it works: each rung requires the evidence in the table above. Actions that change records or direct physical equipment are capped at rung 3 unless every item is ticked. Clinical decisions are capped at rung 2 in this model, reflecting the AMA position that authority must be earned through evidence VERIFIED Source C10.
6. Services applied: which engagement fits which rung
Ariana.Digital is a principal-led boutique. We do not try to be a large integrator. Each offer below solves one specific step on the ladder. Offer details as published on ariana.digital PROPRIETARY Source C89.

9. Platform ecosystem: where the controls now live
Ariana.Digital works across these ecosystems. The pattern this week: identity, gateways and logs are moving into the platforms. Use what you already own before adding another tool.
| Platform | Move | Control it supports |
|---|---|---|
| Salesforce | Agentforce ARR above $1.5 billion (Q2, company-reported) VERIFIED Source C71; Docusign agreements native in Agentforce and Slack CITED Source C72. Energy and utilities
Win: Google contracted 890 MW of new nuclear uprates with Constellation (a contract, future delivery) CITED Source C61; the AI Energy Management Alliance targets curtailable data-center demand VERIFIED Source C62.
Constraint: PJM's monitor says about 42% of forecast data-center growth is delayed or canceled VERIFIED Source C59; PG&E safety shutoffs continue this week VERIFIED Source C63.
Control: let agents screen and flag large-load requests (rung 1); keep switching and dispatch authority with operators. Ask for paired-generation and deposit evidence as MISO proposes VERIFIED Source C60.
11. Workforce signal and myndQ skills circuits
The labor story this week is about entry-level work. IMF chief Kristalina Georgieva called AI a "slow-moving tsunami," with about 40% of jobs exposed globally VERIFIED Source C12. A King's College London and Stanford paper found senior employment up 6.7% and junior employment down 2.5% at AI-adopting firms, an association rather than proven cause VERIFIED Source C14. US software developer postings remain about 27.5% below pre-pandemic levels, with senior roles driving the recent rise CITED Source C16. September payrolls rose 29,000 and unemployment was 4.2% VERIFIED Source C92.
What helps adoption: Stanford HAI found paralegals used an AI tool 58% more when managers framed it as job enrichment rather than efficiency CITED Source C15. Firms with a newly designated chief AI officer reported strongly positive ROI far more often (58% vs. 8%) VERIFIED Source C07. Only 29% of L&D leaders report mature AI capability CITED Source C17, and 83% of US adults expect AI to eliminate more jobs than it creates CITED Source C18.
myndQ (pronounced "mind Q") skills circuits for the ladder. Every rung needs people with specific skills. These are the roles we scan for and supply:
- Agent owner: business accountability, scope writing, limit setting. Needed from rung 0.
- Evaluation engineer: builds the harness that proves rung 1 and 2.
- Agent identity and access engineer: least-privilege credentials, gateways, logs. Rung 2.
- Evidence reviewer (second line): samples agent work and signs off on promotion. Rung 3.
- Halt owner: the named person who can stop the agent and has practiced doing it. Rung 3 and 4.
- Junior-to-reviewer pathway: entry-level staff trained to review agent output keep a career ladder open while agents take routine tasks.
Explore role-based assessments at myndQ.ai and the talent bench at talent.myndq.ai.
12. Macro and markets
- The IMF raised its 2026 global growth forecast to 3.1% and projects 3.4% for 2027 (forecasts) VERIFIED Source C12; its stability report lists a sharp AI equity correction among top risks CITED Source C13.
- Fund managers are split on whether AI is a bubble; long semiconductors is the most crowded trade VERIFIED Source C80. Strategists cited by Fortune expect AI capex growth to slow in 2027 while spending stays near $1 trillion a year CITED Source C81.
- McKinsey reports about 6% of companies attribute 5% or more of EBIT to AI CITED Source C75; BearingPoint says 13% scaled AI as planned CITED Source C76. Gartner forecasts AI spending up 49.5% in 2026 CITED Source C78.
- About half of visits to the Fed's FRED database now come from AI agents, Governor Waller said CITED Source C83. The New York Fed reports 46% of small employer firms use AI CITED Source C82.
- More than 400 scientists, including Geoffrey Hinton and Yoshua Bengio, called for an international body for AI containment CITED Source C85.
Risk-reward read: if capex growth slows, budgets shift from "more pilots" to "fewer agents that prove value." That favors organizations that can show evidence per agent. It penalizes those carrying many unowned agents.
13. Scenarios to mid-2027
Move the slider to see each scenario. These are our scenarios, not forecasts PROPRIETARY Source C90.
1 · Clamp-down (lower probability)
A public agent incident at a large bank or insurer leads supervisors to issue prescriptive agent guidance. Firms without evidence pull agents back to rung 1. Move now: inventory and halt owners.
2 · Earned autonomy (base case)
Supervisors keep asking questions without new rules CITED Source C04; platforms ship identity and gateway controls VERIFIED Source C09 CITED Source C68. Firms with evidence promote agents to rung 3 workflow by workflow. Move now: one Success Pack per quarter, each with an evidence pack.
3 · Default-on sprawl (watch)
Agents arrive switched on inside platforms FLAG Source C70; unapproved agents spread VERIFIED Source C08. Costs and incidents rise quietly. Move now: platform-by-platform inventory and spend caps.
14. Calendar: dates that matter
| Date | Event | Why it matters |
|---|---|---|
| Thu, Oct 15, 2026 | Accenture investor day CITED Source C77 | Large integrators' agent delivery models |
| Mon, Oct 19, 2026 | FDA comments close on generative AI-enabled devices VERIFIED Source C55 | Last chance to comment on device oversight |

| Wed, Jan 20, 2027 | EU Machinery Regulation applies CITED Source C64 | AI in machinery placed on the EU market |
| Thu, Oct 7, 2027 | First MAS guideline sections take effect VERIFIED Source C54 | Singapore-supervised firms |
15. How-to: award autonomy in six steps
- Count. List every agent, including those inside SaaS platforms. Name an owner for each. Anything unnamed stays at rung 0.
- Classify the action. Read, draft, change records, or direct physical equipment. The action sets the ceiling.
- Give it an identity. No shared or human logins. Inject credentials at a gateway where the platform allows it CITED Source C36.
- Own the logs. Keep action logs in a store you control; vendors' logs are a copy, not the record.
- Set limits outside the model. Value, scope and rate limits enforced by the platform or gateway, plus a stop path a named person has tested.
- Promote on evidence, demote on triggers. Write the promotion criteria before go-live. Write the demotion triggers too: incident, drift, model swap, scope change.
16. Hot takes, curious takes and did-you-know
- Hot take: "Human in the loop" is not a control if the human approves 400 items an hour. Measure review quality, not review presence.
- Curious take: the bank that blocks outside agents (JPMorgan) and the bank that scales inside agents (Citi) are following the same rule: identify the agent first VERIFIED Source C01 VERIFIED Source C02.
- Did you know? About half of visits to the Fed's FRED economic database now come from AI agents CITED Source C83.
- Did you know? The AMA's framework says authority can be lowered as well as raised VERIFIED Source C10. Most enterprise AI policies only describe how to approve.
- Agentic concept: a "decision-only" model returns a typed answer with a probability instead of free text VERIFIED Source C46. It is easier to test, limit and audit.
17. FAQ
Is there a regulation that defines agent autonomy levels?
Not in the US today. SR 26-2 excludes agentic AI VERIFIED Source C05, and supervisors are gathering information CITED Source C04. The ladder here is our working model PROPRIETARY Source C90.
What evidence moves an agent from rung 2 to rung 3?
A shadow period with a measured error rate below your threshold, limits enforced outside the model, and a tested stop path with a named halt owner.
Does "human in the loop" satisfy examiners?
Only if you can show the human had the authority, time and information to stop the agent. Log the approvals and sample their quality.
Where should a mid-size bank or health system start?
With the inventory. You cannot place an agent on the ladder if you do not know it exists. The AI Readiness Diagnostic starts there PROPRIETARY Source C89.
What is the AEGIS Model (Ariana.Digital)?
AEGIS is the Agentic Enterprise Governance and Intelligence Standard, our operating model with seven pillars and three engagement tiers: Diagnostic, Build and Run PROPRIETARY Source C89.
