After the forward-deployed engineers leave: who runs your agents?

On September 29, Gartner predicted that 70% of enterprises will abandon agentic AI built through vendor forward-deployed engineering by 2028, citing rising cost and an inability to run the work on their own VERIFIED Source C01. Three days later, Anthropic launched a $100 million academy to train 10,000 "Frontier Deployed Engineers" by the end of 2027 VERIFIED Source C02, and on October 6 SAP agreed to buy TechWolf, a skills-graph company, to feed its HR agents CITED Source C03. Labs and platforms are now competing to supply the people who build agents. The open question for a bank, health system, manufacturer or utility is who owns those agents in month 13. This Wednesday edition weighs each frontier lab equally, reports what the enterprise platforms shipped, walks through four regulated-industry case studies with their implementation architecture, and shows how readiness, a 30-day build and the AEGIS (Agentic Enterprise Governance and Intelligence Standard) framework close the ownership gap PROPRIETARY Source C04.

  • The build-and-leave model is under pressure. Gartner also expects fewer than 20% of forward-deployed engagements to turn recurring needs into vendor product capability through 2028, and warns of "FDE washing" VERIFIED Source C01.
  • Controls lag ambition. BCG reports that 42% of companies expect agents with decision authority while only 5% have all agent controls in place CITED Source C05.
  • Exits take time. The Department of Defense told the BBC that removal of Claude is complete, about eight months after the February "supply chain risk" designation, as reported FLAG Source C08. Whatever one thinks of the decision, it shows how long it takes to remove a model wired into production systems.
  • Frontier labs, this week.   • Labor data is soft, and AI is still the top stated layoff reason. US payrolls rose 29,000 in September with unemployment at 4.2% VERIFIED Source C80. Challenger counted 120,136 AI-attributed announced cuts year to date CITED Source C81.

2. The Wednesday thesis: the ownership gap

Problem. Agent programs in regulated firms are often built by people who leave: vendor engineers, consulting teams or a lab's deployed staff. The agent then carries the firm's risk while the knowledge of how it works sits elsewhere. Gartner's advice to software leaders is direct: use forward-deployed engineering only where specialized expertise or tight integration is needed, embed vendor engineers with internal teams, and run a planned exit rather than extending the engagement VERIFIED Source C01.

Cause and effect. When accountability is unclear (only 24% of leadership teams agree on who owns agents CITED Source C06) and controls are thin (5% have all agent controls CITED Source C05), the cost of running an agent rises after launch: incidents need the builder, model changes need the builder, audits need the builder. That is the mechanism behind an "abandonment" forecast. Banks show the other path. Two-thirds of the 50 largest have runtime controls such as input and output checks, tool limits and live oversight, and their AI governance headcount grew 33% in a year CITED Source C07. They built the operating capability in-house.

Our read. The forward-deployed model is useful. It is fast and it puts engineers next to the work. It fails when nobody inside the firm is trained, named and measured to run what was built. The fix is not to avoid outside builders. It is to contract for the handover from day one: IP and configuration rights, an evidence trail the firm stores, a named internal owner per agent, and a domain expert who can say when the agent is wrong PROPRIETARY Source C04.

3. Frontier ledger: equal weight, what moved

Each lab gets the same treatment: what shipped or was reported this week, its status, and why a regulated buyer should care. Partner relationships do not change coverage. Select a lab group to read its entry.

xAI / SpaceX / Cursor

Grok 4.7 lands on Amazon Bedrock. AWS listed SpaceXAI Grok 4.7 among new Bedrock models in its October 5 roundup, citing better document handling, repo-scale coding and browser-use agents VERIFIED Source C20. xAI's own notes list Grok 4.7 (released September 21) at a 500,000-token context window, priced from $2 input and $6 output per million tokens VERIFIED Source C19.

End-user attribution field. Since September 25, the xAI API accepts a safety_identifier so a policy violation can be attributed to an application's end user rather than to the API key VERIFIED Source C19. For banks and insurers that serve customers through Grok-based apps, that is a building block for per-customer audit trails.

Naming and pricing, reported only. Elon Musk posted that SpaceXAI will become "SpaceXSI," following the September 29 executive order on "Super Intelligence" terminology; no filing or effective date exists FLAG Source C21. Bloomberg reported internal plans for new Grok and X tiers at $8 and $100 a month; the company declined to comment CITED Source C22.

Cursor context. SpaceX closed its $60 billion purchase of Cursor maker Anysphere in August and folded it into SpaceXAI CITED Source C23. We found no new Cursor product news in this window.

Why it matters. Vendor master records, model inventories and data-processing agreements may need entity updates if the rename becomes formal. Check AEGIS Pillar 2 (inventory) records now rather than at renewal.

Cross-lab policy. Anthropic, OpenAI, Google, Meta, xAI and NVIDIA signed a voluntary White House commitment covering internal controls, external auditors, board safety committees and shared standards; it carries no penalties VERIFIED Source C39. At an October 5 New York City Council hearing, OpenAI, Anthropic, Meta and Google declined to guarantee under oath that their agents would always follow safeguards VERIFIED Source C40. A senior FTC official confirmed a broad inquiry into OpenAI and Anthropic VERIFIED Source C41.

4. Physical AI and robotics: the week in motion

  • Boston Dynamics named Rohit Prasad, former head of Amazon's AGI group, as CEO, effective October 7, with a mandate in "Physical AI" across Spot, Stretch and Atlas VERIFIED Source C33. On October 1 it showed a new Atlas hand with four fingers and 13 degrees of freedom that can use drills, torque drivers and welding torches (company-reported) CITED Source C34.
  • Hyundai's Georgia training center. Boston Dynamics opened an Atlas application center at Hyundai's Metaplant near Savannah; Hyundai plans 25,000 Atlas units across its plants (plan, not delivery) CITED Source C38.
  • Shipments are rising from a small base. IDC data reported this week puts first-half 2026 humanoid shipments near 25,000, up 432.1%, with AgiBot leading; IDC forecasts more than 750,000 a year by 2030 (forecast) CITED Source C35. The installed base of conventional industrial robots reached a record 5 million, per the IFR VERIFIED Source C36.
  • Safety is the gate. Agility Robotics and FORT Robotics expanded a safety partnership for Digit 5: an operator enabling pendant, on-robot safety communications and an off-robot bridge into plant safety systems. Agility reports more than $300 million in multi-year orders and first Digit 5 customer deployments in December 2026 (company-reported) CITED Source C37. Separate footage reports suggest about 40% of some demonstrated humanoid work is still teleoperated FLAG Source C70.
  • Inspection robots scale through software. ANYbotics launched Shift to run fleets across 200-plus deployments, with connectors to SAP, GE Vernova, Siemens Energy and Yokogawa (company-reported) CITED Source C75.

Tip from the floor

Before any humanoid pilot, write down three things: which safety PLC the robot's stop signal reaches, who can press it, and what share of tasks are teleoperated. Agent capability is arriving inside the suites where regulated work already runs. The common thread this week: governed runtimes, audit receipts, skills data and self-hosting. Adobe and Databricks had no verified agent announcements in the window; we report that rather than fill the row.

6. Four case studies and their implementation architecture

We chose one fresh, named deployment per sector, each reported in the past four weeks, and mapped it to the six governed layers we use in the AEGIS Reference Architecture Studio (875 L3 capabilities, 1,072 workflows across healthcare and financial services) PROPRIETARY Source C04. Results are company-reported unless marked.

Financial services: BNY's payment-repair "digital employee"

What happened. At Sibos (September 28 to October 1, Miami), BNY described a payment-repair agent on its Eliza platform that handles more than 10% of its global payment-repair issues, with a person making the release decision CITED Source C51. BNP Paribas reported a securities agent doing 80% to 85% of the work on one flow; Deutsche Bank cut one client's month-long process to a day in a pilot; HSBC's trade-document checking is live in three markets without published volumes CITED Source C52. Bank of America says CashPro Chat resolves about 50% of client inquiries without manual work CITED Source C53.

Architecture. ISO 20022 exception messages feed the agent; the model proposes a repair; a deterministic syntax and scheme-rule check validates it; a named operator releases the payment; the agent has its own identity with logged actions. Capital One describes the same pattern as "platform-first": policy, runtime controls and a standard harness for tool permissions are coded before any team builds an agent CITED Source C54.

Constraint. The new US model-risk guidance (OCC Bulletin 2026-13 and Fed SR 26-2, effective April 17, 2026) explicitly leaves generative and agentic AI out; agencies plan a separate request for information VERIFIED Source C56. Until then, banks govern agents with their own controls, and examiners will still ask.

Healthcare: VA and Oracle's AI pharmacy agent

What happened. The VA identified 20 pharmacy improvements and deployed 7, including an AI transcription agent that drafts a pharmacist's note after a patient conversation; it is due at all current EHR sites by the end of October, with Anchorage and Cleveland going live October 24 (scheduled) CITED Source C60. Oracle extended its clinical agent to inpatient nurses, with BayCare as an early adopter CITED Source C61. Upstream, Roche said AI contributed to 40% of development-phase decisions and its agentic TargetNexus platform should inform 80% of research-portfolio decisions by year-end (forecast) CITED Source C59.

Architecture. Ambient capture produces a draft inside the EHR; the pharmacist reviews and signs; the signed note, not the draft, becomes the record. The identity of the signer, the draft and the edit distance are the evidence.

Constraint. Records obtained by the Electronic Frontier Foundation show Medicare's WISeR prior-authorization pilot left one request unanswered for 83 days against a 72-hour promise, and two vendors denied 5,944 requests in three months; vendor pay is tied partly to savings VERIFIED Source C64. The lesson is about incentives, not models: never pay an agent vendor on denials.

Manufacturing: Agility Digit 5 and the off-robot safety bridge

What happened. Agility and FORT Robotics designed a three-part safety chain for Digit 5, with human detection on NVIDIA IGX Thor; Digit has logged 65,000-plus operating hours at Schaeffler, GXO and Toyota Motor Manufacturing Canada (company-reported) CITED Source C37. Siemens says more than 100 companies use its Eigen Engineering Agent inside TIA Portal (company-reported, June context) CITED Source C69.

Architecture. Perception and policy run on the robot; the stop signal leaves the robot through an independent safety bridge to the plant's safety PLC; task dispatch comes from the MES; an operator holds an enabling pendant. The agent layer never sits inside the safety chain.

Constraint. The EU Machinery Regulation applies from January 20, 2027 and requires third-party assessment for some AI-related safety functions VERIFIED Source C71. The humanoid safety standard ISO 25785-1 is still in draft (forecast publication late 2026 or 2027) CITED Source C72.

Energy: Avangrid's assistants on Amazon Bedrock and robot inspection data

What happened. Avangrid, serving more than 3.4 million customers, moved drone inspections, substation health prediction, outage-risk modeling and agentic assistants such as "Ask Avangrid" and "Ava" into daily operations on Amazon Bedrock; no outcome figures were disclosed (company-reported) CITED Source C73. ADNOC and SLB report AI drilling operations across more than 120 rigs with 30% to 40% less engineering effort (company-reported, August context) CITED Source C74.

Architecture. OT data (drones, sensors, robot inspections) crosses one way into an IT analytics zone; assistants advise crews and control-room staff; they do not write to grid controls. A written AI policy and a named owner per assistant sit above the stack.

Constraint. FERC found parts of PJM's 6.8 GW reliability backstop "may be unjust and unreasonable" and the auction was postponed VERIFIED Source C77. In a National Grid Partners survey of 134 utility leaders, 84% said moving AI from pilot to rollout takes more than a year (company-reported survey) CITED Source C78.

7. Regulated industries: wins, constraints, actions

Financial services

Win

Among the 50 largest banks, 49 now have responsible-AI principles, up from 16 in 2023, and more than 1,100 use cases have been deployed since 2021 CITED Source C07. Visa and Lloyds settled $750,000 of live obligations in USDC in a seven-day pilot (pilot) CITED Source C92.

Constraint

NatWest, Bank of America and four other banks warned that AI shopping agents are "moving faster than existing industry standards and consumer protections" VERIFIED Source C55. The FSB's final sound-practices report on AI is expected in October (forecast) VERIFIED Source C57.

Action

Treat each agent as a "synthetic employee," as the FSB consultation proposes: its own identity, dual approval above set thresholds, and no direct access to payment rails VERIFIED Source C57.

Healthcare

Win

A Peterson Health Technology Institute survey of 321 buyers found 71% use AI for clinical documentation CITED Source C62. FDA lists more than 1,600 authorized AI-enabled devices VERIFIED Source C63.

Constraint

The same survey found only 18% use AI for clinical decision support enterprise-wide CITED Source C62. In an Imprivata survey of 250 leaders, 72% said some AI tools went live without IT approval (vendor survey) CITED Source C65.

Energy and utilities

Win

14. How-to: a six-step exit plan for any forward-deployed build

  1. Contract for the assets. Prompts, tool definitions, evaluation sets, configurations and code belong to you. Gartner explicitly advises planning the exit rather than extending engagements VERIFIED Source C01.
  2. Pair from day one. Every vendor engineer works next to a named internal owner and a domain expert. The domain expert writes the first 30 evaluation cases.
  3. Store evidence where you can reach it. Action logs, approvals and evaluation runs go to your own store. Oracle's "Outcome Receipts" and BNY's per-agent identity are examples of the record to keep CITED Source C46 CITED Source C51.
  4. Run a shadow week. Before the exit date, the internal owner runs the agent for a full week without the vendor and logs every call for help.

Opinion

The phrase "forward-deployed engineer" now names three different jobs: a vendor's field engineer, a lab-certified integrator, and a consultant with a new title. Gartner calls the last one "FDE washing" VERIFIED Source C01. Buyers should ask one question to tell them apart: who will run this after you leave, and have they done it alone yet?

Curious take

The most useful regulated-industry feature this week may be a single API field. xAI's safety_identifier ties a violation to an end user rather than an API key VERIFIED Source C19. That is what know-your-customer looks like for agents, and every lab should offer it.
