Your model supply is a contract, not a capability.
On August 28 OpenAI told Anysphere it will stop serving models through Cursor on November 12, two weeks after SpaceX closed its acquisition of the company. No benchmark moved. A change-of-control clause did. In the same seven days, Salesforce made Claude its default reasoning model and Google Cloud packaged agentic AI for capital markets, both sold on inherited entitlements rather than new intelligence. The through-line for a regulated buyer is uncomfortable and useful: the model in your production stack is a procured component with a termination right attached, and almost nobody has measured how long it would take to replace it.

One line
The largest capability shift of the week was not a model release. It was a contract clause. OpenAI told SpaceX it intends to wind down the contract supplying its models to Cursor, with a proposed shutoff date of November 12, after SpaceX closed its acquisition of Anysphere. Nothing about the models changed. If your agent stack runs on a supplier relationship you did not paper for change of control, insolvency, or export restriction, you are carrying an availability risk that no benchmark will surface.

01 · The structural event
A change-of-control clause moved more capability than any benchmark
On August 28, 2026, OpenAI notified SpaceX that it intends to wind down the contract supplying OpenAI models to Cursor, with a proposed shutoff date of November 12, 2026 VERIFIED C01. The stated reason was not quality, cost, or benchmark position. OpenAI says it cannot be confident SpaceX will use the technology within its terms of service, citing prior contract violations by Musk-controlled companies, and that its custom agreement with Cursor gives it a limited window to cancel after a change of control. It chose to hold the cancellation to the latest date available while withholding future models VERIFIED C01. SpaceX had closed its all-stock acquisition of Anysphere on August 14, 2026, converting Cursor equity into roughly 389 million SpaceX Class A shares under a merger signed in June and folding the company into a SpaceXAI division CITED C02.
The immediate blast radius is reported as modest. Secondary coverage puts OpenAI models at roughly 5 percent of Cursor traffic and reports Anthropic adding compute so Claude can absorb the shift CITED C01. The precedent is not modest. For the first time at this scale, a frontier lab used commercial terms rather than technical limits to decide who gets to run its models, and the deciding event happened at the corporate level, two steps removed from any customer.
Cause and effect, stated plainly
Cause. Model supply is procured as a service contract, but it behaves like a component in a bill of materials. Contracts have termination rights. Components have substitutes. Most enterprise agent programmes have papered the first and never tested the second.
Effect. An acquisition your vendor's vendor closed can remove a model from your production stack on a fixed date. That is an availability and continuity event, and in a regulated firm it is a third-party risk event, whether or not anyone in your organisation touched the deal.
What follows. The question stops being which model is best and becomes how quickly you can prove you could run without any one of them. Section 09 sets out the register we use for that.
Two other announcements in the same week point the same direction. Salesforce and Anthropic announced Claudeforce on August 26, 2026, making Claude the default reasoning model across the Salesforce estate, including the Atlas Reasoning Engine, Agentforce Vibes, Agentforce Coworker and Slack, and placing Claude inside the Salesforce Trust Boundary through Amazon Bedrock, with regulated industries named as the intended beneficiary of that path VERIFIED C03. Google Cloud announced Gemini Enterprise for Financial Services on August 25, 2026, in preview for capital markets and corporate banking CITED C05. Both are sold on the same promise: the model reaches your data through entitlements you already govern. Neither changes the fact that the model itself now sits behind a commercial relationship that can be renegotiated above your head.

Shipped, announced, and still a plan
The distinction matters more than usual this week, because two of the largest items are legal events rather than product events. Nothing below is treated as delivered capability unless it is generally available.

The frontier ledger, read globally
xAI, SpaceX and Cursor
The Anysphere acquisition closed on August 14, 2026 and Cursor now sits inside SpaceX alongside the xAI model line, with reporting placing Cursor teams on the Colossus cluster in Memphis CITED C02. On the model side, xAI released Grok 4.6 on August 12, 2026 with a 500,000-token context window under the identifier grok-4.6, following Grok 4.5 in July, and put Grok Bot into beta on August 11, 2026 CITED C07. The strategic read is vertical integration: a frontier model, a distribution surface with a large installed developer base, and the compute underneath, in one corporate parent. The strategic cost is that every other lab now prices Cursor as a competitor rather than a channel, which is exactly what OpenAI's termination demonstrates.
Anthropic
Claude in Chrome reached general availability on August 26, 2026 across every paid plan, with autonomous multi-step browser action gated by a per-action safety classifier and explicit prompt injection defences CITED C04. The same week, the Claudeforce agreement placed Claude as the default reasoning model across Salesforce and inside its Trust Boundary through Amazon Bedrock, described by Salesforce as letting customers in regulated industries deploy domain-specific AI while keeping data and AI workloads inside that boundary VERIFIED C03. Secondary coverage names CrowdStrike and RBC Wealth Management as early adopters CITED C03. Read together, these are distribution moves into the two places regulated work actually happens: the browser and the system of record.
OpenAI
Beyond the Cursor decision, OpenAI's enterprise posture this period centred on delivery and data handling rather than model releases. OpenAI Presence, announced July 22, 2026, is a managed programme delivered by OpenAI forward-deployed engineers and selected global systems integrators CITED C09. OpenAI has also described testing a private safety processing approach intended to detect misuse across multiple interactions without requiring enterprise customers to give up zero-data-retention terms, with customer data remaining on customer-controlled infrastructure or encrypted under customer-held keys CITED C09. That is a direct answer to the most common regulated-industry blocker, and it deserves to be tested against your own retention policy rather than accepted on the description.
Google and DeepMind
Google Cloud shipped its first industry-packaged agent bundles, with Gemini Enterprise for Financial Services in preview from August 25, 2026 and a stated design partnership with Deutsche Bank on the Financial Research agent alongside CME Group CITED C05. Platform housekeeping in the same month reinforces a point regulated buyers keep learning the hard way: Gemini 3.5 Flash was removed from the global region in the Gemini Enterprise app on August 4, 2026, and Gemini 3.6 Flash became available in the United States multi-region with data residency at rest for allowlisted projects CITED C06. Model availability is regional, dated, and revocable. Pin versions and regions in your contracts.
Europe and China
No new European frontier model landed in the seven days to September 1, 2026. Europe's move this period was legal rather than technical, and it was the Omnibus VERIFIED C10. In China, the open-weights cadence continued without pause: DeepSeek published a V4 Flash vision experimental release on August 21, 2026 and Alibaba released Qwen3.8 Flash on August 26, 2026, following Moonshot AI's Kimi K3 in July with full weights published later that month CITED C19. Parameter counts and capability claims in this group are vendor-stated. For a regulated buyer the relevant fact is not the leaderboard, it is that a credible open-weights substitute exists in a different jurisdiction, which is the cheapest continuity hedge on the market.
The substrate
NVIDIA reported $96.2 billion of revenue for the quarter ended July 26, 2026, of which $89.0 billion was data centre, up 117 percent year over year VERIFIED C08. In robotics it announced the Isaac GR00T reference humanoid on Jetson Thor and Halos for Robotics, a full-stack safety system for physical AI CITED C08. The safety stack is the tell. Vendors ship safety systems when the buyer's blocker has moved from capability to assurance.
04 · Financial services
Financial services: the research agent arrived, the supply contract did not
The win
Google Cloud's Gemini Enterprise for Financial Services, announced August 25, 2026, is the most concrete packaging of agentic AI for a regulated function so far. It ships a managed Financial Research agent, secure Model Context Protocol connectors, and a data layer reaching FactSet, Moody's, S&P Global, MSCI, PitchBook, SEC EDGAR and Dun & Bradstreet's Commercial Graph, the last of these aimed specifically at know-your-business verification and corporate hierarchy resolution during onboarding CITED C05. Deutsche Bank is named as a design partner for the research agent and CME Group as a collaborating institution CITED C05. In parallel, Claudeforce placed Claude inside the Salesforce Trust Boundary through Amazon Bedrock, stated by Salesforce as the path for regulated industries to deploy domain-specific AI while keeping data and AI workloads secure VERIFIED C03.
What is genuinely new here is not reasoning quality. It is that both vendors are selling the entitlement model as the product. Access is bound by permissions the institution already maintains, and outputs are expected to carry source citations and methodology. That is the shape a supervisor can examine.
The constraint
A Cloud Security Alliance survey reported in June 2026 found that 62 percent of financial services firms had deployed AI agents, and that 93 percent of those firms granted the agents autonomy CITED C16. Autonomy is a governance question when the model is stable. It becomes a continuity question the moment model supply can be terminated by a corporate action, which is precisely what the Cursor decision showed on August 28 CITED C01. A credit-decisioning or suitability agent that cannot be re-hosted on a second model within a supervisory notice period is not a resilient system, regardless of how well it is documented.
The control
The model substitution drill
Run it once per quarter on your two highest-consequence agents. It takes a day and it produces evidence you can hand to an examiner.
- Freeze the prompt and tool surface. Record the exact system prompt, tool schema, retrieval configuration and evaluation set in a versioned artefact.
- Swap the model. Re-point the agent at your designated secondary model, from a different supplier and ideally a different jurisdiction, with no other change.
- Re-run the evaluation set. Measure the delta on accuracy, refusal rate, citation fidelity and latency. Record the number, not an impression.
- Time it. The metric that matters is hours from decision to production parity. If you cannot state it, you do not have it.
- File it. Attach the result to the model inventory record. This is the artefact that answers a third-party concentration question without a fire drill.
If the delta is unacceptable, you have not found a model problem. You have found a prompt or retrieval design that is overfitted to one supplier, which is a defect you can fix before it becomes an outage.
05 · Healthcare
Healthcare: clearance is not evidence, and the gap is now measured
The constraint, quantified
A study published in PLOS Digital Health on August 19, 2026 by Rawan Abulibdeh and colleagues at the University of Toronto examined every AI or machine-learning enabled medical device cleared or approved by the United States Food and Drug Administration, analysed through December 5, 2025. Of 1,357 devices, 34 were linked to registered prospective trials, 12 had posted results, 12 had peer-reviewed publications, and 3 evaluated patient-centered outcomes such as mortality, morbidity or readmission. Sixty-two percent of the studies that did exist used observational designs with small, homogeneous cohorts VERIFIED C12.
The win
The commercial answer emerging is contractual rather than technical. In August 2026 Ambience Healthcare introduced a partnership model in which it embeds clinicians, engineers and value attainment specialists inside each health system and ties its fees to measurable outcomes rather than to consumption of AI CITED C13. On the deployed side, Intermountain Health has reported a 27 percent reduction in time spent in notes per appointment among clinicians using an ambient documentation assistant for ten or more encounters between April 2024 and December 2025, and Oracle reports more than 200,000 documentation hours saved across its clinical AI agent customers. Both figures are company-reported and not independently audited CITED C13.
Set against that, a large study of ambient scribes reported in April 2026 found modest time savings and inconsistent usage, which is the more honest baseline for planning CITED C13.
The control
06 · Manufacturing
Manufacturing: the humanoid numbers that survive an audit
The win
The BMW Group and Figure programme at Plant Spartanburg remains the most completely instrumented humanoid deployment in the public record. Over a ten-month pilot the Figure 02 unit operated five days a week for ten hours per shift, retrieved and positioned sheet metal parts for welding, moved more than 90,000 components, accumulated roughly 1,250 operating hours and about 1.2 million steps, and assisted in the production of more than 30,000 BMW X3 vehicles CITED C14. On June 25, 2026 BMW announced Figure 03 for the same plant, moved to logistics sequencing rather than the welding line, sorting components into trolleys for just-in-time delivery, with soft safety components, wireless charging and improved tactile sensing CITED C14. BMW has since opened a Center of Competence for Physical AI in Production and started a first European pilot at Plant Leipzig CITED C14.
Notice what is being reported: operating hours, component counts, shift patterns. Not autonomy scores. That is a manufacturing organisation running a capital equipment evaluation, and it is the right template.
The constraint
Current humanoid deployments across the industry cover material handling, bin picking and simple assembly. They do not cover the high-speed, high-precision welding and stamping that defines most automotive and electronics line time CITED C21. The economics therefore rest on logistics and changeover labour, not on displacing the cell. NVIDIA's decision to ship Halos for Robotics, described as a full-stack safety system for physical AI, alongside its Isaac GR00T reference design is a market signal that functional safety, not dexterity, is now the gating item for scale CITED C08.
The control
Three measures before you scale a physical-AI pilot
- Operating hours per unit per week, over a full quarter. Pilots look good in week three. Availability is the number that survives.
- Task success rate at the station, not in the lab. Defined against the same acceptance criteria you apply to a fixed automation cell.
- Safety case ownership. Name the person accountable for the functional safety argument and the standard it is written against, before the second unit arrives. Vendors are now shipping safety stacks; the argument is still yours to make CITED C08.
Scenario worth planning: if a humanoid unit is reclassified under a plant safety review mid-deployment, what is your fallback staffing plan for the station? Answer it on paper now, cheaply.
07 · Energy
Energy: two thirds of the demand is not going to be served
The demand signal
NVIDIA's data centre revenue of $89.0 billion for the quarter ended July 26, 2026, up 117 percent year over year, is the cleanest public proxy for how fast compute is being installed VERIFIED C08. The electricity to run it is a separate market with a separate clearing rate.
The constraint
Wood Mackenzie projects that United States grid operators and utilities will commit to roughly 28 percent of the 1,066 gigawatts of load requested for data centre projects, with the balance made up of duplicate applications, speculative filings and projects that will not reach financial close CITED C15. Utilities are nonetheless building: an analysis of 51 utilities serving 250 million customers put planned capital expenditure at about $1.4 trillion, up 27 percent from the prior year's $1.1 trillion projection, with Duke Energy at $102.2 billion and Southern Company at $81.2 billion CITED C15.
The regulatory move
On June 18, 2026 the Federal Energy Regulatory Commission issued Section 206 show-cause orders to all six regional transmission organisations and independent system operators it regulates, giving them 60 days to justify or reform their large-load interconnection tariffs and 30 days to file an informational report on how they will ensure adequate generation for existing and new large loads CITED C15. The named focus areas include cost-shift prevention, transparency into transmission costs, and study processes for generation electrically proximate to large or co-located loads CITED C15.
The practice
On the operating side, utilities are converging on assistance rather than autonomy. A Utility Analytics Institute session on August 13, 2026 titled "Beyond the Pilot" brought together practitioners from ERCOT, Duke Energy and AES US Utilities on moving generative AI from pilots into governed operations, and Argonne National Laboratory's GridMind is explicitly framed as a reasoning co-pilot that runs scenarios and explains options to a human operator rather than acting on the system CITED C20. For a control-room environment that is the correct default, and it is the pattern we would carry into any safety-of-supply workflow.
08 · Regulation
The governance clock, read honestly
Market commentary published in the past week continues to describe August 2, 2026 as the date on which high-risk obligations under the EU AI Act became applicable to financial-sector systems. The primary legal position is different, and where the two conflict we follow the primary sources.

The vendor-side response is worth noting because it changes what you can ask for in a procurement. Microsoft has published a governance architecture spanning nine domains and four functions, policy, control, visibility and proof, that connects written policy to runtime enforcement through its agent gateway, identity, data governance and audit services, including governing Model Context Protocol tools without modifying the underlying servers or agent code CITED C18. Whether or not you buy that stack, the shape is the right requirement to write into a request for proposal: policy that is enforced at runtime and produces evidence, not policy that lives in a document.

Build the model supply continuity register
This is the artefact this week argues for. It is small, it is auditable, and in most organisations it does not exist. Six rows per production agent.

Risk and reward, stated as a trade
Reward of concentration. Deep integration with one model family buys better tool use, cheaper prompt engineering, and vendor co-engineering. Claudeforce and Gemini Enterprise for Financial Services both reward it explicitly CITED C03.
Risk of concentration. The termination right sits above you in the chain. The mitigation is not to avoid depth. It is to keep the substitution time measured and short enough that depth is a preference rather than a dependency.
10 · Briefing
Five things worth knowing this week
- Model supply is now a negotiated, terminable input. OpenAI has proposed a November 12, 2026 shutoff for the models it supplies to Cursor, under a post-change-of-control cancellation window rather than any technical failure VERIFIED C01.
- The two biggest enterprise launches sold entitlements, not intelligence. Claudeforce and Gemini Enterprise for Financial Services both lead with the claim that the agent inherits permissions the institution already governs CITED C03 CITED C05.
- The clinical evidence gap is now a published number. 3 of 1,357 FDA-authorized AI devices have been evaluated on patient-centered outcomes VERIFIED C12.
- Roughly 72 percent of requested United States data centre load is not expected to be served. Wood Mackenzie projects commitments at about 28 percent of 1,066 gigawatts requested CITED C15.
- Economists are split, not alarmed, on AI and employment. In an Indeed Hiring Lab survey of more than 100 economists published August 5, 2026, 52 percent expected AI to be at least a mild drag on United States employment over the next year, 35 percent expected a net gain and 13 percent expected no effect, against an expected unemployment rate of about 4.4 percent by year end CITED C17.

What we are not asserting
- We are not asserting that OpenAI's decision on Cursor reflects a view about Cursor's product. OpenAI's stated basis is confidence in terms-of-service compliance following a change of ownership, and the November 12 date is described by OpenAI as a proposed shutoff, not a completed event VERIFIED C01.
- We are not treating vendor outcome figures as audited. Intermountain, Oracle and BMW numbers in this edition are company-reported CITED C13 CITED C14.
- We are not treating preview and pilot availability as general availability. Gemini Enterprise for Financial Services is in preview and Salesforce in Claude is in pilot with an open beta stated for September CITED C05 CITED C03.
