Nobody is short on AI agents. Everyone is short on someone who can say "no" to one.
93% of financial services firms with live AI agents have granted them real autonomy, according to the Cloud Security Alliance. Regulators in the UK (FCA) and Singapore (MAS) both moved this month to rein that in. Meanwhile Gartner puts $234 billion of enterprise software spend at risk from agents deployed without control.
The story this week isn't which model shipped fastest. Four frontier labs released major models in three weeks and the market barely blinked. The story is that the platforms enterprises already trust — Snowflake, Databricks, ServiceNow, Salesforce — are all now racing to call themselves the "control plane" for agents. That's a tell: the market has quietly decided governance is the product, not a feature.
What this means for regulated industry leaders
If your organization can answer "which of our agents can act without a human, and who signed off on that" in under thirty seconds, you're ahead of most of the market. If you can't, that's this week's homework — before a regulator, auditor, or customer asks first.

Adoption is wide, maturity is thin
51% of enterprises now put at least 5% of IT budget toward AI. Only 26% call their operationalization "advanced." Just over a third are pursuing an AI-first operating model.
Two consulting firms, two bets
McKinsey now runs 40,000 people alongside 25,000 AI agents, with parity targeted by year-end. Deloitte went the other way — headcount up 10,000 to 470,000, a $3B genAI commitment through 2030, and a full title restructuring across 181,500 US staff to flatten the traditional pyramid.

Financial services — autonomy is outrunning oversight
62% of financial firms have deployed AI agents; 93% of those grant genuine autonomy. The UK's FCA published its Mills Review (Jul 6) calling for tougher AI rules in retail finance, and Singapore's MAS is moving on the same problem. On the product side, Revolut's unified PRAGMA model lifted fraud detection 64.7% and credit risk prediction 16% by connecting signals a fragmented stack would have kept apart.
Healthcare — administrative-first, clinical-next
The FDA cleared its first Software-as-a-Medical-Device using a patient-facing LLM this summer. Mount Sinai and Mayo Clinic are both running agentic AI in production, concentrated in administrative workflow today per a July 13 evidence map in npj Digital Medicine — with clinical-journey use expanding fast, and human-oversight boundaries still being defined case by case.
Manufacturing & energy, in brief
- Siemens' Eigen Engineering Agent went fully available in China at WAIC 2026 — industrial agents are now shipping as products.
- 72% of agent-based AI is already in production; the live risk is deployment without control, not falling behind.
- National Grid put $1.75B into grid-tech scaling this month as utilities race to manage AI-driven load growth.
Ecosystem watch
What the platforms enterprise teams already run on are building for agents this month.
- Anthropic / Claude reached general availability on Microsoft Azure AI Foundry, its first deployment on NVIDIA's newest Blackwell Ultra GPUs, alongside new enterprise spend-cap and reasoning-depth controls.
- Salesforce Agentforce crossed $1.2B ARR (+205% YoY) with 3.8 billion tasks completed last quarter. ServiceNow crossed $1B in AI annual contract value ahead of schedule, with production agentic customers up ninefold in nine months.
- Snowflake and Databricks both now describe themselves explicitly as the "control plane for the agentic enterprise," each shipping new governance and context layers this summer.
- Microsoft now requires admin review before an org-built agent can publish to its Agent Store — a governance-first default worth noting.
- Adobe launched Firefly Graph and Creative Production Enterprise Editions, turning individual creative expertise into reusable, brand-governed organizational workflows.
