What this means for global operators: treat every government statement about AI cooperation as an aspiration to monitor, not a compliance shortcut to plan around. The only safe planning assumption remains the strictest applicable regime as a floor, layered with each jurisdiction's specific disclosure requirements on top.
Article 50 of the EU AI Act requires that providers of AI systems intended to interact directly with people, chatbots, voice assistants, AI companions, social bots, design those systems so users are informed they are interacting with AI, and that providers of systems generating synthetic audio, image, video, or text mark the output as machine-generated. The user-disclosure obligation applies from August 2, 2026 as originally scheduled. The Digital Omnibus grants a four-month grace period, until December 2, 2026, for the machine-readable content-marking piece, but only for systems already placed on the market before August 2; anything newly launched this month needs both obligations solved immediately. Enforcement authority sits with national market-surveillance bodies rather than the central EU AI Office, meaning practical enforcement intensity will likely vary member state to member state.
China's Implementation Opinions, by contrast, are built around authorization tiers and mandatory filing rather than disclosure: agents operating in designated high-risk sectors must be filed with regulators under a three-tier decision-authorization framework, the first dedicated national regulatory category for AI agents anywhere in the world. Colorado's SB 26-189, signed May 14, 2026, replaced an EU-style risk-management and impact-assessment framework with a lighter disclosure-and-rights model: pre-use consumer notices, thirty-day adverse-outcome explanations, and meaningful human-review rights, effective January 1, 2027. The federal AI AGENT Act remains a discussion draft released June 29, with an open comment period and no enactment timeline.
For general counsel and CRO leadership: the fifteen-day window to August 2 is the nearest hard deadline of the three. Any EU-facing AI system that interacts directly with users needs disclosure language finalized now, not after the enforcement date.
The UK's Financial Conduct Authority published its Mills Review into AI and the future of retail financial services on July 6, describing agentic AI as enabling "a shift from assistance to delegation," with systems taking on longer tasks and more autonomous actions inside both firm and consumer workflows.
