88% of agent pilots never reach production. AWS + NVIDIA just published the governance stack that fixes the identity, access, and audit gap. Here is what CIOs need to do now.
NVIDIA reported results last night: $81.6 billion in revenue for the quarter, up 85% from a year ago. More telling than the headline: their enterprise segment (ACIE — AI Clouds, Industrial, and Enterprise) is now essentially the same size as their hyperscale segment. The enterprise GPU bet is not a future story. It is this quarter's balance sheet. Your company is almost certainly in that number. The GPU infrastructure is there. The Bedrock spend is there. The CFO is starting to ask where the return is. And somewhere on your platform team's board, there are three to five agent prototypes that never made it to production. --- The gap is not the model 88% of enterprise agent pilots never reach production (IDC). The reason is rarely technical. It is organizational: who owns the policy? Who approved the tool access? Who gets the audit trail when an agent takes an action the CFO did not expect? Now add this: in April 2026, Bedrock AgentCore added a payments capability preview. Agents built on Bedrock can now autonomously pay for APIs, MCP servers, and other agents — via Coinbase and Stripe — within session-level spending limits. The infrastructure team sees a feature. The CRO sees an audit gap. SOC 2 was not designed for actors that act without a human request. Insurance carriers are already adding AI supplements to renewal applications and asking for governance evidence that most enterprise SOC 2 programs cannot produce. Non-human identities are projected to reach 45 billion by end of 2026. Only 10% of organizations have a strategy for managing them. This is the operational reality: agents are transacting, accessing data, and taking actions. The governance infrastructure to match that reality is not in most production environments. --- The AWS × NVIDIA stack AWS and NVIDIA published the reference architecture this month. It addresses the prototype-to-production gap end-to-end. 1. NVIDIA NeMo Agent Toolkit handles deep profiling and performance tuning. Before an agent goes to production, NeMo gives you behavioral visibility: what the agent is doing, how it is performing under load, where the safeguards need to be calibrated. 2. Amazon Bedrock AgentCore Policy (generally available across 13 AWS regions) is the governance layer that sits outside the agent code. Security teams write policies in natural language. AgentCore converts them to Cedar — AWS's open-source policy language — and the AgentCore Gateway intercepts every tool call before execution, evaluating it against the applicable policy. The agent cannot sidestep it because the policy layer is not in the agent. 3. Strands Agents handles orchestration. It connects the profiling layer (NeMo) to the governance layer (AgentCore) and routes agent execution across the GPU infrastructure. 4. AWS CloudTrail provides the audit log across multi-account environments. Every agent action produces a record. That record is what the CRO and the auditor need. CrowdStrike and BridgeWise are already in production on this stack. Starting in 2026, AWS is adding more than 1 million NVIDIA Blackwell and Rubin GPUs across its global regions. The scale is available. The governance layer is GA. The reference architecture is published. --- Why the timing matters EU AI Act GPAI enforcement activates August 2, 2026. That is 73 days from today. The Commission's fine powers go live. The transparency obligations that have been on paper since August 2025 now carry consequences. The EU AI Act Omnibus agreement (May 7, 2026) extended the High-Risk Annex III deadline from August 2026 to December 2027. That relief does not apply to GPAI. GPAI is on schedule. If your Bedrock agents are using foundation models that qualify as GPAI models, the documentation obligation, the downstream provider cooperation requirement, and the training data transparency ask are active now. The enforcement clock starts in 73 days. The Colorado AI Act is live (February 2026). NYC LL 144 is active. The CRO's board ask is not hypothetical. --- The move If you have Bedrock prototypes sitting in staging, the AgentCore Policy controls that went GA in March are the piece that makes them boardable. The NeMo profiling step is what gives you the behavioral evidence the CRO needs before go-live. The sequence that works: 1. Profile agent behavior in NeMo before any production traffic touches it 2. Implement AgentCore Policy with least-privilege tool access (natural language policy, Cedar enforcement) 3. Confirm CloudTrail logging is active across every account where agents will run 4. If you are also running Now Assist or Copilot Studio, check the ServiceNow AI Control Tower expansion timeline (August GA, 30 integrations including AWS) — sequence the cross-platform layer now If Bedrock AgentCore Payments is in your prototype or on your roadmap: the IAM scope, spend policy, and audit log configuration for payment-capable agents need to be part of the production brief now, not an afterthought. This is the piece insurance carriers are asking about. The architecture is published. The governance layer is GA. The earnings report from last night tells you the infrastructure budget is real. The prototype-to-production gap is a policy gap.
